Yes and no. Yes, because is normal to be a little bit paranoid sometimes (because 9/11) and most often is it just a regular man, not a terrorist. Not every person form the middle east is a terrorist, thats very important to remember. Its often a good way to put focus sensitive topics and get a way with bad prejudice and assumptions.
But often can it create more focus on the "scary man" next door and more people can be suspicious. It can also make good and bad debate around the topic.
